Institutional Commitment to Inclusion (ICI) Index


Data on gender in militaries worldwide is limited and sources are often inconsistent. The Institutional Commitment to Inclusion (ICI) index is an original cross-national and temporal dataset of institutional gender inclusion reforms across all NATO-member and partner countries from 1991 to 2016. Indicators include occupational and rank restrictions, percentages of women in the total force and officer ranks, family programs, harassment policies, and LGBTQ+ exclusions.

I have also compiled a cross-national database of the years military services officially opened to women. Similarly to the ICI index, these dates refer to the de jure recruitment of women to armed forces. In most cases women had already been serving for decades - in an unrecognized and "unofficial" capacity.
